Memorandum
nsequent upon revision of Rate List under the West Bengal Health Scheme, 2008,
the State Government felt necessity of revision of the parameters for empanelment of
Private Hospitals/ Nursing Homes/ Diagnostic Centres under the Health Scheme.
Accordingly, the Governor is pleased to fix the following revised parameters for
empanelment of the Health Care Organisations under the Scheme.
A. Minimum bed requirement for empanelment under the Scheme- within the
State:-
(I) Multispeciality Hospital-
1. Class-A and larger cities:- Having more than 50 beds.
2. Class-B & Class-C cities and smaller areas:- 25 beds or more.
(II) Unispeciality Hospital-
25 beds or more.
(III) Day Care Units or Hospitals-
10 beds or more with provisions for overnight stay- for large cities and small
areas.
(IV) Diagnostic Centres-
Large Laboratories with/ without Imaging Centres.
B. Classification of hospitals on the basis of bed criteria:-
(I) Multispeciality Hospital-
1. Class-1: 80 beds and above.
2. Class-2: 45 beds and above.
3. Class-3: 25 beds and above.
(II) Unispeciality Hospital-
1. Class-1: 50 beds or more..
2. Class-2: 25 beds or more.
3. Class-3: 25 beds or more.
(III) Day Care Centres-
1. Class-1: 50 beds or more..
2. Class-2: 25 beds or more.
3. Class-3: 10 beds or more.
(IV) Diagnostic Centres-
1.
Class-1: (a) Having license as large laboratory under CE Rules, 2003 and/ or
stand alone radiology centre with digital imaging, sonology, CT and/ or MRI
facilities.
(b) Having NABL or CAP accreditation.
(c) Empanelment under an independent External Quality Assurance
Programme for all specialities.
(d) Meeting not less than 80% of all the requirements and all the essential
requirements.

Class-2: (a) Having license as large laboratory under CE Rules, 2003 and/ or
stand alone radiology centre with digital imaging, sonology, CT and/ or MRI
facilities.
(b) Empanelment under an independent External Quality Assurance
Programme for all specialities.
(c) Following Essential Criteria of Diagnostic Laboratories norms of
Quality Council of India.
(d) Meeting not less than 70% of all the requirements and all the essential
requirements.

Class-3: (a) Having license as large laboratory under CE Rules, 2003 and/ or
stand alone radiology centre with digital imaging, sonology, CT and/ or MRI
facilities.
(b) Empanelment under an independent External Quality Assurance
Programme for all specialities.
(c) Meeting not less than 60% of all the requirements and all the
essential requirements.
B. Standards (Hospitals/ Nursing Homes):
1. Class-1: Meeting not less than 90% of all the requirements and all essential
requirements as fixed earlier.
2. Class-2: Meeting not less than 80% of all the requirements and all essential
requirements as fixed earlier.
3. Class-3: Meeting not less than 70% of all the requirements and all essential
requirements as fixed earlier.
All other criteria will remain same as before.
PERFORMANCE BANK GUARANTEE
The Hospital / Diagnostic Centre shall furnish a continuous, revolving and
irrevocable
Performance Bank Guarantee
from a nationalized Bank for a period of
05 years in the following manner:-
A. Class-1 Multispeciality Hospital : Rs. 2,50,000/-
B. Class-2 Multispeciality Hospital : Rs. 2,00,000/-
C. Class-3 Multispeciality Hospital : Rs. 1,50,000/-
D. Class-1 Unispeciality Hospital : Rs. 2,00,000/-
E. Class-2 Unispeciality Hospital : Rs. 1,50,000/-
F. Class-3 Unispeciality Hospital : Rs. 1,00,000/-
G. Class-1 Diagnostic Centres : Rs. 1,00,000/-
H. Class-2 Diagnostic Centres : Rs. 75,000/-
I. Class-3 Diagnostic Centres : Rs. 50,000/-
The above revised parameters will be applicable for new empanelment as
well as renewal of the Health Care Organisations under the West Bengal Health
Scheme, 2008
